The results show effects different is varied. evolution has a “suppression effect,” while rationalization “promotion effect.” adverse greater than favorable evolution. Therefore, development reduces unfavorable from by accelerating transformation innovation-driven internal combustion creating new kinetic energy fostering business forms; it also necessary to coordinate adjustment, promote effect structural strengthen external linkages, improve overall effectiveness fisheries.
